A temporary restriction on Telegram in India has sparked a sharp spike in VPN usage and driven users toward alternative messaging platforms, highlighting how quickly internet users adapt when access to major digital services is disrupted. The episode underscores the growing role of circumvention tools and competing apps in maintaining connectivity during platform-level restrictions.

Following the Indian government’s decision to temporarily restrict access to Telegram due to concerns over exam-related fraud, users across the country rapidly shifted to virtual private networks (VPNs) and alternative messaging applications. The restriction, linked to efforts to prevent the spread of fake exam materials and scams ahead of a national entrance exam retest, remained in place for several days before being upheld by the Delhi High Court.

The impact on digital behavior was immediate and measurable.

VPN Downloads Spike to 2025 Highs

According to data from app intelligence firm Appfigures, the day India announced the Telegram restriction marked the highest single-day VPN download total in the country so far in 2025.

VPN app downloads rose by approximately 49%, increasing from a recent daily average of around 139,000 downloads to 208,000. The surge reflects a rapid user response to access limitations on a widely used messaging platform.

Several major VPN providers experienced significant increases in demand:

• Proton VPN saw App Store downloads in India increase by 113%, while Google Play downloads rose by 64%
• Turbo VPN recorded an 85% increase on the App Store and a 35% rise on Google Play
• NordVPN App Store downloads increased by 41%
• ExpressVPN downloads on Google Play rose by 31%

The surge also translated into improved visibility in app store rankings. Proton VPN, in particular, jumped from 18th to 5th place in Apple’s Utilities category within days and rose significantly in Google Play’s Tools rankings.

Registration and Usage Growth Across VPN Platforms

Beyond downloads, VPN providers reported a sharp increase in user registrations and active usage.

Proton VPN stated that daily registrations from India rose by more than 120% above baseline levels, with even higher spikes in hourly sign-ups immediately after the restriction was announced.

Windscribe, another VPN provider, reported that sign-ups in India doubled relative to normal levels, while iOS downloads increased by nearly 90%. The company noted that such spikes are typical during periods of platform blocking or internet restrictions, as users quickly seek alternative ways to regain access.

Surfshark also reported a roughly 30% increase in connectivity activity from India during the restriction period.

Industry analysts note that VPN demand surges are a common global pattern whenever widely used platforms are restricted or blocked, regardless of the underlying policy rationale.

Alternative Messaging Apps See Rapid Growth

Alongside VPN adoption, users also migrated to other messaging platforms as they sought alternatives to Telegram.

Data shows significant increases in downloads for competing apps:

• Signal downloads rose 72% on the App Store and surged 322% on Google Play
• Viber App Store downloads increased by 216%
• The Telegram-related app iMe saw Google Play downloads jump from under 1,000 daily users to over 50,000

These shifts suggest that users are not only seeking ways to bypass restrictions but are also actively diversifying their communication tools in response to uncertainty.

Telegram Usage Still Increased Despite Restrictions

Interestingly, the restriction did not immediately reduce Telegram engagement.

According to analytics data, Telegram’s daily active users in India increased by 17% on the day the restriction was announced. This marked the platform’s largest daily user growth since a major global outage of Meta services in 2021.

Additionally, network-level data from Cloudflare indicated a sharp rise in DNS requests for Telegram domains in India following the restriction. While this does not confirm successful access, it suggests repeated user attempts to reach the platform through alternative means.

Legal and Government Context

The restriction was implemented as a temporary measure tied to concerns over fraudulent activity related to the National Eligibility cum Entrance Test (NEET) retest, India’s largest university entrance examination.

Authorities argued that Telegram was being used by bad actors to distribute fake exam materials and facilitate scams targeting candidates. The government defended the action as a time-limited response with a direct connection to the integrity of the examination process.

Telegram, however, challenged the decision in the Delhi High Court, arguing that authorities should target specific harmful content rather than impose a platform-wide restriction affecting its estimated 150 million users in India.

The court ultimately upheld the restriction, stating that proper procedures had been followed given the urgency of the situation.

Broader Pattern of Digital Restrictions and VPN Adoption

The situation in India reflects a broader global trend in which platform restrictions consistently lead to increased VPN usage and rapid migration to alternative services.

Similar patterns have been observed in countries such as Iran and Russia, where internet restrictions have historically driven spikes in circumvention tool adoption. Even in markets like the United States, temporary disruptions or app removals have previously triggered noticeable increases in VPN downloads.

According to industry trackers, Telegram is currently blocked in 13 countries and has faced partial or temporary disruptions in at least 40 others, reinforcing its position as one of the most frequently restricted messaging platforms worldwide.

A Recurring Cycle of Restriction and Circumvention

The Indian Telegram restriction highlights a recurring dynamic in the modern internet ecosystem: when access to widely used platforms is limited, users often respond immediately by adopting VPNs or switching to alternative apps rather than disengaging entirely.
